Not only would it not happen, it would drastically increase the chances of us losing someone who wasn't a killer - because someone who had murdered would be motivated to ensure they didn't get the highest number of votes.
There's no incentive to get people to vote either. I mean, they claim indulgences are a factor, but the only way I can see it working is if you're intentionally voting wrong -- spite voting for Wrath, voting someone innocent if you're Despair?
