I'm assuming so. Can't think of any other reason they'd leave a document, unless it's to mess with us. Which is a possibility, but I'm not going to tie myself in knots over it.

There's always, like, at least a 75% chance that anyone higher up is just trying to mess with you.

That means the other 25% are the people lower down, so we just have to try harder to be the ones pulling the strings.
