I'm guessing that's the bloodline thing for you. We have the big three sorcerer families that have most of the power in jujutsu society, but it isn't uncommon to find people who can use cursed techniques without being directly related to a lineage. Likewise, plenty of direct offspring can show no signs of being capable of sorcery.
It's supposed to be. Noble families specifically form marriages and partnerships based on probability and chance of passing down a crest, and then go even further for a Major crest over a Minor one.

... Not sure it's the best way of doing things. But the general consensus ends up being "what isn't broken shouldn't be fixed", hang the people whose lives change and suffer because of this mind set.
